This role provides executive-level leadership and strategic human resources oversight for RA. In this role, the EDHR is responsible for the development, implementation, and long-term vision of an integrated workforce strategy that supports RA, ensuring alignment with organizational priorities and provincial health system objectives. Description:

The Executive Director, Human Resources (EDHR) is responsible for the development, implementation, and vision of Recovery Alberta’s (RA’s) overall people strategy, identification of organizational workforce priorities, and oversight of the implementation of people and health professions programs, policies, and services that are delivered through the service agreement with Health Shared Services. It ensures delivery of human resources, workplace health and safety and health professions and practice services are effectively aligned with the strategic direction and culture of RA. Reporting to the Executive Lead, People and Culture, the EDHR is accountable for ensuring availability of an integrated human resources service for RA and acts as strategic counsel to the Chief Executive Officer and the executive leadership team on all aspects of people-based solutions and services. This role ensures delivery of human resources services as set out in the service agreement with Health Shared Services and is responsible for creation, execution, monitoring, and reporting of integrated strategic workforce plans and a people strategy across RA. The EDHR is accountable for internal communications, engagement, and change management with the RA workforce. The EDHR is accountable to foster relationships, both internal and external to the organization and to support integration and coordination of service delivery, including, but not limited to HR Business Partnerships, Talent and Workforce Strategies, Labour Relations, HR Shared Services, and Workplace Health & Safety.

Required Qualifications:

The successful candidate holds a Bachelor’s degree in Human Resources, Business Administration, or a related field. Chartered Professional in Human Resources (CPHR) or related designation (e.g. MHRM, SHRM-SCP, etc.) is required. The successful candidate brings at least ten (10) years of progressive experience in human resources, including at least three (3) years in a senior leadership role, and is experienced in providing strategic human resources advice to executive leaders. This person has experience in healthcare or public sector, including managing diverse partnerships and relationships within a large, multilayered organization. This individual also brings experience leading culture development and workforce planning within a new/evolving organizational structure.

Demonstrated leadership abilities, including comfort with decision-making and exercising sound judgement. Demonstrated ability to develop organizational strategy and planning. Demonstrated ability to lead strategic initiatives, manage change, and create innovative solutions to achieve positive results. An ability to manage resources in a complex environment. Ability to influence, negotiate, and mediate resolutions to complex situations, with the ability to inspire and build confidence in others. Superior communications skills, with proven ability to communicate effectively with a wide variety of audiences, including interpersonal and public relations skills. Proven ability to foster partnerships to achieve organizational goals. Demonstrated ability to model innovation and creativity. A proven record of engaging in ethical conduct.


Preferred Qualifications:

Master’s degree is preferred. Demonstrated success in managing and leading personnel and projects within a growing, dynamic, and complex health agency is highly desirable. Preference will be given to qualified candidates with current experience in Alberta’s health system.
